Pavement Materials Partnering Committee: a Caltrans–industry partnership that updates construction methods, specifications, and test methods for aggregate, asphalt, and concrete.

Pavement Program: improves pavement quality statewide through pavement management, policy/specification development, and district/industry partnering (via PMPC), providing tools, standards, planning, and recycling guidance.

Division of Construction: administers highway construction from award to closeout—providing field oversight; managing changes, time, and payments; enforcing safety, environmental, and labor compliance; and supplying standards, guidance, and training.
